PTI SOAR Benefits Specialist

Purpose and Functions

This position will use the SSI/SSDI Outreach, Access and Recovery (SOAR) Model with homeless population and DMHAS Forensic populations to assist clients in accessing mainstream benefits. Eligible participants will be unsheltered, sheltered, transitioning into the community or living in transitional programs.

Duties and Responsibilities

Coordinate and complete the SOAR application submission process through a comprehensive review of each application for accuracy and completeness for PTI and Forensic clients; Provide technical assistance regarding electronic submissions to the Social Security Administration and entering of submission data into federal database; be liaison to Medical Records and other hospital departments, Disability Determination Services, Social Security district office and other relevant services when necessary to secure provision of documents; Direct the appeals process as necessary. Support behavioral health provider organizations by: Ensuring best practices are followed with regards to SOAR implementation, monitoring and reporting at each organization; Assisting with increasing system capacity of representative payees for SSI/SSDI recipients. Other related duties as assigned by supervisor.


Bachelor’s degree in human services related field; working knowledge of behavioral health service models, including the recovery model; and trauma informed service delivery; Successfully complete SOAR training course through DMHAS in CT or comparable training; strong familiarity with Social Security Administration processes for applying for federal benefits and the Ticket to Work, work incentives program; A minimum of 3 years of experience in a professional work environment with a strong proven ability to communicate both verbally and in writing; the ability to collaborate successfully with others; demonstrated time-management and organizational skills; and the ability to meet deadlines and focus on results; Advanced understanding and proficiency with Microsoft Office Suite including MS Outlook, Access, Excel and Word. Driver’s license and acceptable driving history required.

Supervised by: Employment and Benefits Manager

Salary: $17.30 to $19.23/hr. based upon education and experience plus excellent benefits

Schedule: Monday thru Friday 9:00 a.m. to 5:00 p.m. with some flexibility
